Responsible Care® is the chemistry industry's commitment to sustainability - the betterment of society, the environment and the economy. Its ethic and principles compel companies to innovate for safer and more environmentally friendly products and processes, and to work cooperatively to identify and eliminate harm throughout the entire life cycle of their products.

Responsible Care is our commitment to continuous improvement of all aspects of the chemistry industry's environmental, health and safety performance and to ensuring openness about its activities and its achievements.

Our members are expected to seek out your concerns and address them.

Responsible Care covers all aspects of a company's business, including environmental protection, resource conservation, occupational health and safety, process safety, research and development, transportation, product stewardship, purchasing, security and social responsibility. It requires engagement with plant-site neighbours, communities along transportation corridors, emergency responders, critics and advocates, as well as with governments at all levels, to advance laws and regulations in support of sustainability.

Launched in 1985 by the Chemistry Industry Association of Canada (formerly the Canadian Chemical Producers' Association - CCPA), Responsible Care's rigorous ethic has spread to more than 50 countries around the world. The Chemistry Industry Association of Canada's member companies are widely recognized as global leaders in business responsibility.

Responsible Care - Recent Activity

At the completion of two days of interviews the team judges Chinook Group
Limited Partnership (Chinook) Sombra location to have a good understanding of
the codes and ethic of Responsible Care. A second company location in
Morrisburg, Ontario was not included in this re-verification.

CHEMTRADE was formed after a distinct separation from MARSULEX in
2000 for whom the previous Responsible Care in Place report was written
in 1998.

One of the key areas for this re-verification team was to ensure the ethic
and actions described in the in-place report of MARSULEX, (which showed
full compliance with Responsible Care) was continued by CHEMTRADE.

The re-verification visit to Stepan in December 8th & 9th 2003 was carried out
using the 2002-2005 protocol.The same verification team had visited Stepan in December 2000 but were
unable to grant re-verified status at that time due to several significant
outstanding requirements.

Unlike the 2000 visit the team were satisfied on this re-verification that Stepan
Canada has made some significant step changes in their management systems,
their acceptance and implementation of Responsible Care, and a commitment to
continuous improvement. The team reviewed the outstanding items from that
first re-verification during this visit and were satisfied they were complete. They
are commented on in the body of this report.

A Responsible Care re-verification of Akzo Nobel Chemicals Ltd. was conducted
on September 29 through October 2, 2003 and was carried out in accordance
with the CCPA re-verification protocol as issued in June 2002.

The re-verification was conducted by a four-member team with public and
industry representation and included interviews with key personnel and
stakeholders, document reviews, a walk through of the Saskatoon facility and a
brief visit to Fort Storage Ltd. in Saskatoon, a warehouse used by the company.

After two days of interviews with managers, employees and appropriate
stakeholders the reverification team judges VFT Canada Inc. to have a very
good understanding of the Responsible Care codes and ethic.
