The company’s decision-making and actions were considered to be adequately underpinned by the Responsible Care ethic. The overall management system was confirmed to be self-healing, in that the process focused on continual performance improvement through identification of deficiencies and actions to correct them.
Not withstanding the above, the following findings requiring action were identified. These will need to be followed-up with the CCPA Leadership Group in which the company participates, the company’s established community advisory processes, the annual executive contact recommitment to CCPA and in the next re-verification.
- Prepare a document that describes the company’s integrated Responsible Care Management System in terms of the plan-do-check-act continual performance improvement cycle. In the document identify those systems and processes that support each element of the cycle, including how they are accessed;
- Implement a process which ensures that site manufacturing process hazard assessments are completed at five year intervals;
- Resolve the current issue with the municipality regarding provision of a suitable system to communicate with neighbours in a timely manner, in the event of an emergency which might impact them;
- In collaboration with the municipality, establish an effective process to ensure that, in the event of an emergency, traffic will be effectively controlled on the proposed new road system adjacent to the plant;
- Document a process for customer selection and review which includes, as a minimum, initial review of new customers regarding their capability to safely handle company products, training in product handling and use and ongoing monitoring of all customers as to their performance in these areas;
- Document a process for the selection of chemical suppliers, product distributors and product warehouses with respect to Responsible Care code related requirements, including how on-going performance will be monitored regarding these requirements; and
- Document a process for the selection of carriers with respect to Responsible Care code related requirements, including how on-going performance will be monitored regarding these requirements.
In addition to the above, several opportunities for improvement, best practices and an extra mile were identified. There are described in the body of the report.
The re-verification team recommends that CCPA officially recognize this re-verification with an award at the next suitable occasion.
